Flick beyond your 4th page, and you should have an option to access the app library. There is a search box in the app library. Try searching for it there and when you find it, don’t open it, but touch it and flick up or down to edit mode and double tap. Then, flick up or down to drag and double tap.
Then, go to the page where you want to drop it, flick up or down on the app you want it next to until you get to drop before or drop after said app. Double tap. Double tap this and you should be able to find your list. When you enter the app you are on the record button, so you will have to swipe around a bit. Keep in mind Voice Memos will name your recordings by location they were recorded and date and time, unless you edit the file name and give it a custom name just as you would with say, something in Notes.
