The latter is easiest, use the rotor and cranki t round to characters; then you can read one char at a time using the down flick.
But as for VO speed, you have to dig down in settings/general/accessibility/VoiceOver; it is in there; and you'd need to do it before embarking on form filling, or try and use the app switcher to get into settings hwile leaving your current position intact.
