I don't recall seeing this myself, but I turned off walkie talkie since I'm the only one I know with and Apple Watch that I'd want to talk to via walkie talkie.
I'd also check to make sure the watch is on your wi-fi network and it can reach your phone, like your phone is on and also on the network.
