I think even if the phone was locked it should at least recognize the SIM,
just double check and make sure it's in the tray properly.

As far as your statement of iOS 6 being too buggy I don't really see your
point, yes, there are a few bugs, but nothing is bad and a few from iOS 5
have also been fixed. I still feel the upgrade is well worth it, but it's of
course up to you.

Lastly, Accessibility is exactly where is always has been, go to "Settings",
"General" and then swipe down to almost the end. The very last item is
"reset", you may have another item second last called "Profiles" but that is
only there if you are Beta testing any apps and maybe for a few other
reasons I don't know about. Then Accessibility is either second or third
last from the end. Triple Click Home is the last item in Accessibility.

Where did you get the iPhone? Couldn't you ask the previous owner, maybe it
is jailbroken.
