No, a physical SIM is not necessary to set up a new iPhone. If this is an existing iPhone user, then time will be needed to transfer data and download apps. If this is someone new to Apple and iPhone, then time will be needed to create an Apple ID, select a language, region, and create a Face ID profile. It took me a whole day to do all of this for my new iPhone 13 Mini. Once all the apps and data were on my phone, I called the phone company to activate the new SIM.
