I have the same issue, it seems to be a bug associated with the mail app, and, unfortunately, the solution you suggest doesn’t always work. Often, when you double tap the notification of drafts that is taking up real estate at the bottom of the page, you find that the send button is dimmed. When this happens, tapping Cancel sometimes solves the problem, but the whole situation is time and space consuming
