Hello Marcy, iCloud.com is not very accessible on a PC under any version of Windows/IE/Firefox and for that matter it is my understanding that it is no more accessible on a Mac. I do find it somewhat accessible, I use Windows 7 and Internet Explorer 9 and I have, for example, been able to make my iPhone ring by using the Jaws cursor a lot. But it took me a while and I haven't tried to duplicate it.
If you want to sync Photos, Internet Explorer Favourites etc. you have to download the iCloud application and install it, it's a pretty simply program with only a few options and it's accessible.
