I wouldn't assume you'd need a new iPhone. I had an iPhone 7S from my employer until recently, and I didn't have the sluggishness that you're talking about. You should still have some life in your XR. Before you give up on your XR, I'd try restoring from factory settings and starting from scratch. I know this will mean the same thing as getting a new iPhone, so you may want to invest your time in just setting up a new iPhone, but if you want to stretch the life of your XR, you might want to try this before buying a new iPhone.
