The first thing to check is to make sure the mute/silence switch on the iPhone is set to unmuted. Use a fingernail to push it towards the screen.

I have just noticed that in iOS 15, the two finger double tap to start and stop dictation only has a haptic buzz on my iPhone whereas on my iPad Pro it still has a ping sound. Did the ping sound on the iPhone get replaced by a haptic engine at some point when starting and stopping dictation?
