I attended an intermediate class for Voiceover today and a question was raised about the location of the setting that allows a Voiceover user to edit apps on the home screen. If this setting is not turned on, then single finger swiping down with focus on a home screen app will not have the option to go into Edit mode. At least the person asking the question did not have that option presented to him. I had a difficult time finding this setting and am posting it here so that it might help others. Go to Settings, Accessibility, Voiceover, Rotor actions, and single finger swipe right once to Edit apps on home screen and make sure the switch is turned on.
