I've had this problem. I asked siri to turn on voiceover , response
was that voiceover was already on. I then raised the volume using the
side buttons and the speach came back.

First of all, let me list the things which still work. Siri
continues to function. I can make and receive phone calls. I can
make the calls by dictating contact names or phone numbers. Although
voiceOver is turned on, I have no speech. Even though Siri works, I
used the three finger double tap to see whether this altered
anything. Since it didn't, I again pressed the three finger double
tap. Pressing the side button does not cause the little sound which
indicates whether the screen is locked. No speech is heard when I
swipe through the icons on the home screen.
I intend to call Apple in the morning, but with no verbal feedback,
I don't see how I can accept screen sharing.
So there you have it. I will be most grateful for suggestions. In
conclusion, if I didn't say so previously, the mute switch is not
off, and the volume is maxed.
