Are you talking about iCloud.com or the iCloud Control Panel? For the iCloud Control Panel you can tab through the options and Jaws will, for example, say "Contacts, Calendars and Tasks with Outlook". However, it will not say whether this item is checked or not checked. However, if I am on that item and route the Jaws cursor to the PC Cursor and do a Say Line, it then says "not checked, Contacts, Calendars and tasks with Outlook". If an item is not checked and you want to check it, just press the space bar and if you now read the line with the Jaws cursor it will say "Checked". If you are talking about the iCloud.com website, I can only say what I already did because I really don't use it. I think it's too much of a pain to really use it for managing stuff like reminders and so on all the time. As I described, you can do some stuff and I find it useful to know I can use the Find my iPhone feature if I had to in order to play a sound or wipe the phone should it ever be stolen.
