I found out how to turn on iCloud Sync ifromthe iMore web site. Essentially what you have to do first is turn on apple two factor authentication and then once you have that done you go into your Apple ID again, then iCloud and check the apps which are turned on or off. In my case my messages app was off even though I already had two factor authentication on. I will paste the link below.
