I think he has a bad phone. Those are the exact steps I use between my 13 pro and my wife's SE 2020 or iPad Mini and it works every time.

Two on my phone I selected the contact that I wanted to share selected airdrop and then chose Jerry’s name as a person to share the contact. Number three Jerry‘s phone then lets me know that my phone is trying to send him a contact and would he like to accept or decline. I press except I hear voiceover telling me what percentage of the contact has been transferred to his phone and when the transfer is completed. I then checked his contacts, no transfer took place.
