How do you know it doesn't work? If I play a recording in Voice memos it says "Fast Forward 15 seconds" or "Rewind 15 seconds" and when I double tap it does forward or rewind by the specified 15 second interval. You can check this by checking the scrubber where the current elapsed time is displayed. If, for example, I have a 1 minute recording and I start playing it and when I check the scrubber is at 12 seconds I can then swipe right a few times and tap the Fast Forward 15 seconds button. Then I can go back to the scrubber and I will now see that the recording is at maybe a bit over 30 seconds because 12 seconds + 15 seconds is 27 xseconds, but it also takes me a couple of seconds each time to from the scrubber to the fast forward button and back. I didn't test whether this works if the recording is not playing.
