I think it has something to do with licensing, sometimes you will see tracks that are described as unavailable. Strangely enough sometimes track availability is different on an iPhone from what is listed and available in iTunes.
When I attempt to play some tracks I’m told this content is not available in your country or region but trying to play it a second time it plays without problems. Strange.
