Are you sure you are looking in the right place? To bring up the emoji keyboard you have to find the "Emoji" button, you cannot select it using the button for "next keyboard"/. Visually the emoji button is between Numbers and the Spacebar, the "next keyboard" button is below numbers sort of by itself on the left whereas on the right on the very bottom is "Dictate".
