Have you restarted your phone, I have no issues with notifications, neither reading them, expanding or collapsing groups and when I tap on a notification from CBC News, the News app, my bank or my Ring video doorbell the appropriate app opens. If a restart doesn't help you might want to consider a clean install of iOS 16 since I don't think you should be having the issues you describe.
