The below instructions are given using an iPhone 13 Mini running iOS 16.0.2.

 

You can add different voices to your rotor but be aware that they are found 
under Language in the rotor so you must go to Settings> Accessibility> 
Voiceover> Rotor> and make sure you swipe to Language and select it.

 

Next, you must go to Settings> Accessibility> Voiceover> Speech> and under the 
Rotor languages heading will be listed the languages you have added to your 
device. At the end of this section is an Add new language button which you can 
execute to add other languages. After you have the languages you want, you 
should be able to double tap on the one to which you want to add a voice where 
you should be given the available voices to download. You will need to double 
tap on any voice of interest where there will be listed regular, enhanced, or 
premium variations as available. On this list screen, You can single finger 
swipe down on any of these and the first option presented is Speak sample which 
you can double tap to hear a sample of the voice. If you like it, you should be 
able to double tap on the voice to download it.

 

After all your languages and voices have been added and downloaded, you should 
be able to engage the rotor to language and single finger swipe down where each 
voice will announce itself using its actual voice followed by its origin such 
as English US, English UK, English Australian, etc.

Is there a way to add the voices you’ve downloaded to the roter or do you have 
to go in to accessibility and speech and then select the one you want every 
time you want to change to a different voice?
