He has to enable it and if he wants to connect by Wi-Fi he has to enter a password on the phone which he then has to use on the computer when he connects to his iPhone hot spot. He can also enable it and simply connect the iPhone to his computer with a Lightning cable, this way his phone charges and he can connect without having to enter a password. He may get a prompt on the iPhone to allow the connection, can't remember, but whenever I use my iPhone as a hotspot for my laptop I more often than not simply plug I tin.

To answer the question, yes you can use the phone hotspot. You can set it up as a wifi connection or as bluetooth. For me as long as the hotspot is enabled, my computer always prompts me if I want to connect with it if no other network is available.
