I can confirm this bug. Sometimes it does sometimes it does not! Please DO all report to accessibility!

I’m alerted to new notifications when the phone is locked, but the notification isn’t read; I have to swipe around before voiceover reads the notification. This doesn’t happen when the phone is unlocked. When the phone is unlocked, I am alerted to the arrival of a notification, and that is followed by the actual notification.
