Do you maybe have screen recognition turned on? I already have my Wi-Fi calling set up, but I didn't have any issues and just now I went to change my emergency address and while I had a submit button at the bottom, there was nothing about any checkboxes and so on. If you still can't figure it out why don't you call Apple Accessibility and ask if they could look at your screen as you are doing this and they can probably give you some guidance.
