Following is a copy of instructions for activating Siri to announce notifications.
Open the settings app & swipe down to Accessibility & tap. Swipe down to Siri & tap. Swipe down to Announce Notifications on Speaker & tap to toggle this on. Just below this setting is Announce Notifications, swipe to & tap on this. Go through your list of apps & make sure that notifications are toggled on for the apps in which you want to receive notifications. Also, some apps can be set to only notify you for Time Sensitive and Direct Messages or for All notifications from the app, tap to choose the notification that best fits your needs.
