We're talking about apps here and not full blown applications. This doesn't seem like a lot to me, and I think most phones could handle this many apps. Of course, it depends on the nature of the apps, since some of them will take up more space than others. I think a better question is does anyone need this many apps on their cell phone or multi media player?
It does seem like a strange limitation to me though. Why don't you just let the memory and storage space of the device dictate how many apps you can have on it? I guess there could be some performance reasons to hard code in such a limitation. Either way, I don't see myself ever putting that many apps on my iPhone, so I personally don't see it as an issue.
