Maybe I don't remember, but I don't think this was ever the gesture for the app switcher because with a phone with a home button you would double press the home button. On phones without home button you touch the phone near the bottom and swipe up most of the way up the screen; if you can perform the swipe up to go to the home screen then all you have to do is swipe up a bit further and the app switcher comes up.
