| There could be several reasons why this is happening. I'll give you a few to take a look at. The first one has to do with voiceover's always speak notifications option. There is currently a bug in that option. You need to toggle it off, then hit the back button, then go back into verbosity again toggle it back on then hit the back button. That should fix your problem. Also make sure to clear out your notification center go down to clear all notifications and make sure it's completely cleared out because sometimes this can affect your notification center from reading you notifications as well.
