I just reported this to Apple Accessibility, but I've found two VoiceOver gestures that don't work in the App Library. The two finger swipe up to start reading from the top of the screen and the four finger tap near the top of the screen to place focus on the first item on the screen. These do work once you do a three finger swipe up to alphabetize the list. I'm running 16.2 on an iPhone 11 but this showed up in an earlier release.
