Living in the United States, using the default voice, the Australian voice or the British voice, I hear "Saturday, November 16th.h" in the calendar app.
If I am in Notes, and write 11/1/12 then I just hear the numbers, because that is what is written. If you are looking to have the numbers interpreted into words, I am not sure you will find that.
