Hello Patti, I have not done any research on the latest model of the Apple TV but I suspect that the difference in the size of the port, located on the bottom of the Siri remote is because it is a USBC port and not a Lightening port.
Apple, slowly but surely is switching from Lightening to USBC because USBC is more compatible on a global stage. You will have to purchase a new cable in order to charge your new Siri remote. While I applaud Apple's adoption of a more universal standard, given my, already sizable investment in the Apple Orchard, switching from Lightening to USBC will be a bit costly. Fortunately for me, as I use an Android phone, I already own a few USBC adaptors and cables. As for how Apple packages the Apple TV? You are not missing anything. That is just the way it is.
