Yes, I find it's well worth waiting the extra half second or so after the tone because it seems Siri most often comes back with something stupid if you speak too early. For example, I may say "Call John Smith", and Siri may say "What would you like to know about John Smith". I assume what happens is that I speak just a bit too quickly and all Siri hears is "John Smith" so it asks me what I want with him.
