Can you go to settings and to messages and check to see if SMS is on, and if it is not, turn it on?

Using an iPhone 12 Pro with iOS 16.2 over here. I cannot use SIRI to dictate and send a mesage to someone unless they have an iPhone and are using iMessage. Obviously, this doesn't work for Android phones. I cannot even use SIRI to reply to a text sent from someone not using iMessage. The only way to text is to open the messages app and dictate a message from within an existing conversation or compose from scratch. I've turned SIRI off than on again, I've restarted my phone, and I've double-checked that send SMS messages is on. Is there anything else I can try? This is really annoying, to say the least.
