I’m not familiar with these apps, but as Sieghard points out, quite a few ear bud or headphone options have a transparency mode. Both my AirPod Pro and Earfun ear buds have this feature.

Hi, I'm not aware of any apps to do what you want but I use Shokz (formerly Aftershokz) bone induction headphones for the very same thing. They leave your ears open so you can hear your surroundings as normal while you hear the audio from your phone through the bone induction headphones. They work very well, especially when outdoors.
