perhaps the cd material is older, generally, and mastered not quite
as hot as the latest pop hits on iTunes?
At any rate, check out the feature in iTunes called Sound Check.
"Sound Check is a feature designed to allow you to hear all of your
songs at approximately the same volume. You can turn Sound Check on
and off in the Playback panel of iTunes preferences."

This is superior to how some other programs normalize audio data,
since the actual audio is not edited, only the metadata.
