When you see "Receiving Off", does Voiceover say "selected"?
This is actually not an on/off switch in the sense but one of 3 options and if 
you swipe right you hear the others, here are all three:

Receiving Offf
Contacts Only
Everyone for 10 minutes

That last one used to be just "Everyone", I assume maybe this changed with iOS 
16, but I haven't checked in some time and I am now using iOS 16.3, first the 
public beta version, by now it's the release candidat since the public release 
will be next week and it's a;lways possible it got changed from "Everyone" to 
"Everyone for 10 minutes" in 16.3

Anyways, assuming you are in your husband's contacts and he is in yours you 
should set it to "Contacts Only", so basically swipe to that and unless it 
already says "selected, contacts only", double tap it which will select it.
Double tapping on "Receiving Off" simply selects it and double tapping on it 
again makes no difference, it will stay selected until you double tap to select 
either "Contacts Only" or "Everyone for 10 minutes".
Your husband of course should do the same on his and provided you are in each 
other's contacts and "Contacts Only" is selected on both your iPhones Airdrop 
should work. Of course on both phones Wi-Fi and Bluetooth should also be turned 
on . Here is a bit of an article about Airdrop from Apple support:

With AirDrop, you can wirelessly send your photos, videos, websites, locations, 
and more to other nearby devices and Mac computers (iOS 7, iPadOS 13, OS X 
10.10, or later required).
AirDrop transfers information using Wi-Fi and Bluetooth—both must be turned on.

Send an item using AirDrop:
1. Open the item, then tap the Share button
2. Tap the AirDrop icon in the row of share options, then choose a nearby 
AirDrop user.
Tip: Point your iPhone in the direction of another iPhone, then tap the picture 
of its user at the top of the screen (supported models).

Hello,

I used to use Air drop with no problem.

Tonight, my husband was trying to send me an article via Air drop and it 
couldn’t locate anyone to send it to and I was right there in the room.

I checked under general in settings and under Air Drop it said Receiving off 
and it was selected. I double tapped on receiving off and nothing happened. 
Anyone have any ideas of where to go to turn receiving back on or otherwise how 
to get this to work again?  BTW, Air Drop on his phone also said receiving off.
