If you go into edit mode on your home page and tap the add widget button at the top of the screen, smart stack will be one of the options. I think if you tap this you’ll be able to decide which widgets you want in your stack and what order you want them to be in. Like I said, IOS tries to think which widget you most likely need to see at the moment and displays that widget. Your VoiceOver actions let you move to the next and previous widgets in your stack.
