Which iPhone do you have? On my 4S I have this problem since the upgrade to iOS 6. Apple is aware of this, but they do say that apparently it effects only a small number of users and I highly recommend you write to [email protected] and let them know about it.
At this point the best and only work-around is to use a headset for calls where you have to enter numbers once you are connected, you can hear Voiceover just fine that way.
