To answer some of this.

Currently Speech Central supports the speed of up to 3x. It is correct that 
Apple's built-in speech synthesisers can go up to 4x. In the future major 
update (built on the completely new technology) the app will support speeds 
of up to 4x (already implemented) and possibly even higher (I know how to 
do it but I am not sure if it will be ready by the end of the year when the 
app should launch). Also of note, the current value is limited only for 
practical reasons - extending the current slider would make it very hard to 
make precise visual adjustments and very few people need speeds higher than 
3x even among blind users that may be more capable to handle this high 
speeds. But in the new app there is the new design that resolves this 
problem.

Regarding the browsing by page, this is not correct. This is possible on 
all devices. On almost all devices currently supported by Apple there is 
the current page number displayed in the player screen and you can use 
VoiceOver gestures to browse pages from it. I assume that you might be 
using some device like iPhone SE that doesn't support it this way (due to 
limited screen space), but still you can use the "Open Original" option to 
browse by the page. It is also available in the Navigation Panel in the 
Seek tab, and there is the keyboard shortcut too (if you use the iPad you 
can list all shortcuts by holding the Command button, I don't have in the 
memory exact shortcut keys for this but I can look for it if necessary).
