What is that supposed to mean? +91 is the c ountry code for India and not all countries follow a 10-digit phone number system as is the case in North America. In Germany, for example, area or city codes can be 3, 4 or 5 digits (including a leading 0 which you have to dial in Germany, but not when you call from outside the country using the +49 country code. The actual phone number can be as short as 3 digits and as long as 6 or 7 digits. When I grew up in Germany in the 70's our number was 804 and if somebody called us from the local area that is all they had to dial. Later on our 804 number became 6804 and our city/area code was 06663 so you either had to dial 6804 or if you were a bit further away 06663 6804 or from outside Germany +49 6663 6804 or instead of the +49 0049. I still have a friend and some older relatives who to this day have their 3-digit number.
