Well, there is the Mac visionaries mailing list that be more specific. But in 
any case, the VO down arrow key would does not work in this case you either 
have to first activate the menu item with PO space control option, space, or 
just hit the down arrow key. Also, the interact key control option shift down 
arrow which she might try to be doing is for interacting so, for example, if 
you are in, a webpage region edit you can actually interact within that region 
or if you want to table you might need to use that keystroke to see the cells
