As counter intuitive as it may sound, as far as payment sources are concerned, think of the Wallet app on your phone and the Wallet app on your Watch as two separate apps. Among other reasons, this is for your security. In short, if you want to add payment cards to your Watch, then you must do so either by using the Wallet app, directly on your Watch or, via the Watch app on your iPhone. Personally, I recommend using the Watch app on your iPhone. Just open the Watch app on your phone, and go to the Wallet app, from there.
