In addition to Hoopla, there's also Canopy. It's been a while since I brought them up, but I believe everything is accessible except for the players. If I remember correctly, they're still usable but you can't get to all of the features, like fast forward, rewind, ... You will need a library card, but other than that, they're free, so you can check them out with no risk.
