Yes, you should be able to just open the PDF file, press Control + A to select all, then Control + C to copy, then go to your open Notepad or Wordpad file and paste it with Control + V. Maybe the formatting might need a bit of fixing, but it should work. Then after you fill in the answers, save the file, say you save it to your Documents folder, you then open the Documents folder in File Explorer, find the file and again copy it with Control + C, then reply to the email and when youa re in the message body press Control + V to paste it, this will attach it to the reply email as a text attachment.
