The best way is on the braille display itself if it has an SD card and a text editor/reader.
If using it on an iPhone with VDR, the latest iOS supposedly fixed a bug that if you have scroll page when panning turned on in the VoiceOver, Braille settings, it would not allow you to pan. If you are not on the latest iOS, it is recommended to turn off scroll page when panning. But, reading directly on the braille display insures the smoothest experience rather than on a connected device.
