You say "the keypad doesn't show up either", what device are you using? PhoneLink is a Windows 11 app available from the Microsoft Store and as Ricghard said, it requires the "Link to Windows" app to be installed on your iPhone. But once you install the Link to Windows app as well as PhoneLink on your PC and you have successfully paired your phone to the computer by scanning the QR code on the computer screen with your phone, you can for the most part forget about the Link to Windows app on your iPhone, it doesn't even have to be open for this to work. On your PC you can set PhoneLink to run at startup, but you can also set it so it stays in the background/system tray so it's not part of your Alt + Tab list of open applications, a bit like Jaws when you set it to run from the system tray. There is also another button which I think Richard didn't mention (maybe I didn't notice it), it's called "Open Pane" and if you activate it you get your iPhone's name, battery level and a button to clear all notifications.
