When the phone powers on, and when it asks you from where you want to restore, choose iCloud, but make sure it's the most recent date of the restored copy. From there, the phone will begin downloading transferring iPhone settings (including VoiceOver one), as well as downloading and arranging your apps as you had it before on the previous phone.
