It is what is says, the cellular watch has a cellular modem and can be added as a separate device to your phone plan so you can get phone calls, emails, text messages and so on even if you don't have your phone with you. I think many carriers charge $10/month to add an Apple Watch and it then shares whatever data amount you have included with your plan. For me it is worth $10 to be able to use my watch to receive a phone call or send a reply to a text because sometimes when I go for a walk or a run with my dog I don't want to bring my phone or maybe I have to charge my phone but want to be outside doing something.
