I believe it probably is a legit email. Perhaps the email is in both English nd French? After all, doesn’t Canada require official notices to be in both?
If the message is not bilingual then look at the communications area of the iCloud account settings and see if there is a selector somewhere in there. Most likely you will need a Canadian to help you figure that out though.
