I assume you are talking about Phone Voice Mails. If so, you can go into Settings, Phone, and turn off Live Transcription. That way, VoiceOver doesn't try and speak the transcription as it is being done, but it will be there once you open the Phone app, double tap on Voice Mail and double tap on the unread message. It plays as always, but the transcription is there as well.
