With this having been said, once iTunes goes away forever might anyone
know how then one might sync ringtones from the Windows side of things?

You want the version of iTunes downloaded from apple, not the one from
Microsoft. It wasn't until I got the version of iTunes from apple, that I was
able to use iTunes successfully on my windows11 machine.
