I have the same problem, but only after updating any iOS version beginning with iOS17... After an iOS17 update my Voiceover switches from Siri voice 1 United States to Siri voice 2 United States.
I've have to redownload Siri voice 1 United States and then switch to it after every iOS17 update so far. Didn't have any problems like this with any earlier iOS versions.
